There is no general access to everything. Somehow nowadays everybody has access to many things; you can already view parcels online, use Google Earth, and much more. The fastest way is probably to ask local residents on site.....even faster if the house number is simply visible. An emergency situation cannot be planned; it always comes differently than expected. That is precisely why it is often an emergency situation. One should never fall into the belief that a rescue service or an authority, not even the tax office or police, always has access to everything and quickly at night as well. In an emergency situation, such things should therefore be as clear and simple as possible for the helpers on site. Speaking of flooding.....and fire department.......

So I know it from my time in emergency services: With NAVI and GEO-routing you get a route from your starting point to your destination. But the destination is always just a street in the city. The house number is, hopefully if provided, in the incident report. Searching is done by "seeing": We have already driven through settlements at night, illuminating houses from the ambulance with headlights/flashlight to find the MINI house numbers on garages or on mailboxes. A general regulation that the house number is x size and mounted on the house wall would be good ...

Then there seem to be significant regional differences. As soon as a house number is assigned in our municipality, the police and fire department receive the coordinates, which are then promptly entered into the respective control system. If the driver cannot find the address on site, the control center also assists. However, this takes time, so clear local signage is indispensable.

Regulation in Berlin, house numbers 10cm large, illuminated, on corner properties on the fence and house, about 90% comply

The forwarding generally works correctly as well, that’s true.
But as you already say, it is the case that sometimes a control center has to help, call up plans or programs etc. while other operations are running in parallel and much more.
Depending on the location, radio and sometimes network problems still exist or a newcomer is just at the microphone etc. pp., or it is terribly hectic at the moment.
There are people everywhere, so sources of error extend all the way to the vehicle on site, where darkness, stress etc. then also come into play, and ultimately a back house or huge trees etc.
People in such “emergency professions” and especially those working night shifts know this problem.
I am not always a fan of regulations, but here I would even prefer a DIN standard as a requirement.
The eye of the searcher finds it significantly easier if it knows what it has to look for or what the object will look like. For that reason, I will implement it especially out of self-interest so that the number is quickly and easily visible and at the same time hope that such an emergency never occurs.
