Thank you all for the answers and also to you for your hints. I am currently reading your thread, which might take a bit longer.
I am basically aware of the problem and have already read a lot about additional costs. The problem is that the plot has a great location, great view, good place, the size fits us (bigger is always possible), and the development plan is a dream. So, no question about not taking it.
We know that the other side is supposed to be sold, but this has not happened yet. If I'm unlucky, this will only happen in 2 years and I will wait with my plot until then. Therefore, I have no choice but to get started now and make all preparations, hoping that in the meantime a sale will take place.
PS: There are no requirements from the municipality that both semi-detached houses must be identical. Not even regarding the exterior color.
It is a slight sloping plot where the building authority suggests a ground-level basement on the street side and then the garden on the other side on the ground floor. Of course, this does not have to be followed, but it makes a lot of sense at this point. Therefore, the neighbor will probably also build with a basement (= cellar). Regarding additional costs for safety measures, I have now arranged an appointment with a construction company.
The disposal costs are a good point. We hope to be able to use some of the material for backfilling the garden. I do not yet know how feasible that is, but it will also be a topic in the appointment.

Don’t let yourself be unsettled. Build your house the way you imagine it. If the other semi-detached house is ever built later on, they will just have to adapt to you. Ideally, you build a basement. Then no underpinning by the neighbor will be necessary later on – if you build with a slab and the future neighbor with a basement, it will just be significantly more expensive for him.
And regarding the price of the basement: it will certainly cost you at least 60k – depending on how much material you have to dispose of or not. In our building area (northern Ba-Wü) the basement builders pay between 40 and 70 € per ton for disposal.
