So our plot is located in Dortmund. We do not have a worker contract yet. We are currently in the process of getting quotes. And we wanted to simultaneously submit a preliminary building application to speed things up a bit and to have the certainty that we are allowed to build at all as planned...

Then go to the building authority again and don’t let yourself be dismissed; if you don’t clearly understand an answer, just keep asking until the penny drops. In most municipalities - if I recall correctly, also in Dortmund - Thursday is the designated day for this. And remember, there are only people working at the building authority; meet them with a smile.

I cannot assess the matter of the neighboring dormer and your specifications, as I simply lack too much information for that. It could be that - after building the first semi-detached house - the development plan was changed, or you misunderstood something at the building authority…

Regarding the preliminary building inquiry (BVA), I would save yourself the trouble; although it provides planning security, it only marginally speeds up the later building application. All information regarding the buildability should be stated in the textual specifications for your property. If the official objects, the reference to the exemplary effect of the existing semi-detached house might be helpful – however, it is better presented by an architect than by a layperson. But this presupposes that the development plan has not been changed or supplemented in the meantime.

In my opinion, your options remain to clarify the "gable dormer" situation on your own initiative, to commission your chosen building partner to clarify feasibility, or to commission external building consulting beforehand.

Hello, Thank you for the response. We have been at the consultation and will go again next week. We will definitely work together with an architect. Our intention was really to gain planning security regarding the project. Because we will modernize the whole house, the roof plays an important role with the dormers, as this significantly increases the rooms...

Hello, maybe someone who has similar problems might be interested. My wife went to the building authority again during lunch break today, but this time she went directly to the person responsible for our district and not to the general building consultation they had sent us to the first time. Well, the good man looked at our situation and gave the following statement.

You actually have to keep a 3m distance from the building boundary even with dormers. BUT. We are allowed to build directly on the boundary, which is great. Or we ask the neighbor for their consent, then we are also allowed to build the dormers 1m from the boundary. So whoever wants to understand that. Allowing someone the choice between 3m and 0m is strange, isn’t it? Either I’m allowed or I’m not! There will probably be some additional conditions regarding fire protection if we want to build directly on the boundary, but we were happy that our plan is not so unrealistic.

Well, this is our first project regarding construction. Let’s see what other problems will come up... An architect will now take over the matter of building applications....
@Bauexperte. we were advised that as well. It really wouldn’t speed anything up.
