Building authority is sufficient. Property dimensions, building window dimensions. How far can be built over? Terrace outside the building window possible? If the building authority says that a surveyor is necessary, then he is necessary, at the latest when it is finalized that you want to build there. A local/regional general contractor or main contractor with a solid reputation is the right construction partner here. The "center" is questionable.

The property boundary is likely implicitly defined by the exterior wall of the [Elternhaus]. Other divisions make relatively little sense since you have to build on there.

I know every single neighbor here and their houses from the inside. They are all identical to my parents’ house. Since all the others are just older tenants, they haven’t made any major changes. Modernizations were only done in the sense that windows/roofs were replaced. Or a bathroom was redone inside, but that’s all.

Since: it shouldn't be hard to find such companies mentioned and discussed - after all, the region is not a blank spot on the map, not even in this forum.
