I've wondered that too. Less about whether that's actually the case here, but whether you can generally buy your way out of the requirements everywhere?

In villages, other reasons apply. For us, it is certainly the directly adjacent bird protection area that prevents anyone from building as they please.

I think it's good that you want to advocate for more nature and stand up for your principles here. This concerns all of us. Especially the faction [Steingarten und Pool] either simply does not understand that nature should also be given space, or they are consciously selfish with the mindset of after me, the flood. Talk to him about it with the thought that it might really have happened accidentally or due to other causes.

Some regulations are nonsense, especially regarding planting requirements. Anyone who plans large trees like oak or lime for 650 sqm plots is certainly not an expert or wants to deliberately harass the population. Fully grown, these trees are over 20 meters tall and could potentially fall on a neighbor’s house. Not to mention that the 8-meter boundary distance (as provided in Baden-Württemberg) on such plots can only be maintained if the fully grown tree stands halfway in the living room. Similar issue with whether to use half-stem or standard-stem trees. Half-stems are actually the more suitable tree for a garden, but development plans have a fetish for standard-stems...

That there are also development plans with questionable requirements, we have already experienced here from time to time. In this respect, I agree with you. But is that a reason to dismiss the measures as fundamentally pointless? In this specific case, the required trees are neither too large nor are the plots too small.
