If you deliberately violate the BP, do you want to hear from the neighbor that you are doing so? The other alternative is that one has deliberately not read the BP, which ultimately amounts to the same thing.

Such a person will probably not take any consideration at all. In that respect, I would agree with that a bit of headwind is necessary. But I am far from saying that it has to be that way. As mentioned, the option of planting is still available and the builders still have plenty of time.

Maybe act a bit nice and dumb. Tell him that you noticed he is building a pool and ask if he has read the development plan - of course, you only say this to save him from trouble with the building authorities. And who knows, maybe he really doesn’t know about it and is glad for the tip before the €30,000 pool is finished? A tip doesn’t hurt. In a friendly tone.

I find it unlikely that he will plant trees around the pool. Who plants something next to the pool that brings dirt in every year?

I wouldn't generalize it like that. Everyone has broken a law or regulation at some point (or do you all always drive a maximum of 50 in the city?). That certainly doesn't mean that you don't show consideration. But if something massively disrupts my plans, I try to avoid it. Especially if it doesn't directly disadvantage anyone.

There are things that belong in a development plan. But the number of trees and the type can be debated. Especially, why does it bother you that someone builds a pool? After Corona and all the restrictions that families had to endure, like booking time slots to swim, it is understandable.

Do you have a local mayor or village head? I would address him about it. Unless he is the brother of the pool builder.
