I forgot: definitely plan with a pitched roof. With a permitted building height of 11 meters, an attic conversion is possible, e.g., for the parents. This eases the upper floor. Also, let the stairs run along the roof slope and not perpendicular to the roof.

The stair location is not the royal road, but ultimately "standard substitute villa". And as a significant weak point in the unsuccessful attempt to import a design template, I suspect that, as mentioned, there was no third children's room in standard floor plans.
