I see it the same way. There are protests with every new development area. Nobody likes changes, or noise and dirt in the neighborhood...

I’m not exactly sure what you mean by "such projects."
The city/municipality rarely builds houses and markets them itself. But of course, they often provide information about new development areas. And the city/municipality decides on the type of houses through the zoning plan.
And then there is, of course, the case where larger private plots are divided and a sort of mini new development area arises.
If the plots go to a developer, you will ultimately find it there. Sometimes these are newly founded companies that deal only with marketing the development area. You cannot have them on your radar beforehand.

In short: you will not find a portal that clearly displays all new development areas with a link to the seller.
You will have to keep your eyes open in all directions. After a few weeks, you will notice that you have an overview from several sources about what is planned where and when. And the sources will complement and overlap each other: info from the official municipal site about planned new development areas, articles from the local newspaper about protests/citizens’ meetings/city council meetings, info from marketing pages of the developers.

I think I just haven't understood yet how new terraced and semi-detached houses are usually built and marketed. I once saw a thread here where the terraced house plot was bought directly from the city and everyone was shocked at how few requirements there were. The consensus seemed to be that such things are better built by the same developer... But how does it actually normally work there? The developer "wins" an area and then?

For example, if you google "vermarktung projekt ostpark bochum," the terraced houses there are marked as for "investors" or "developers." I don’t think I’ve seen news like "developer xy got this" for something like that yet, but maybe I just haven’t been attentive enough?

Then they market it. You can be sure that you will relatively quickly find the developer’s marketing site using the search term for the new development area. The developer usually will not publicly disclose prices but will invite you to an appointment at their office. Then you can see which plots with the planned house are still available and at what price.
But I even believe that the municipality informs about who is marketing the plots. Or the local paper.

As I wrote above: I’m not sure if the municipality informs about it. But believe me: if you keep yourself regularly informed, you will get the info early enough before marketing begins.

Regarding some aspects, I ask the discussants for patience – there are several questions that I could quickly answer on the big computer, but at the moment I only have the small one with me and especially the bookmarks and such are not synced ;-)

After the Corona restrictions were eased: At the marketplace, in the established local venues, and during a visit to a construction committee meeting, one learns much more and different things than on the internet. Doing one without neglecting the other counts. And like , I also believe that a narrow focus with intensive searching is more likely to lead to the desired property and not just any property.
