Expert despite TÜV approval?

Today, the TÜV is an economic enterprise like any other company on the market.

If you look at the various nationwide providers, almost all of them offer the TÜV as the final inspection authority before occupancy. This means that the TÜV has concluded framework agreements with these providers. Due to the number of bindingly agreed inspections – which are often extended by a further 4 inspections during the construction project – a general contractor/subcontractor/technical planner receives different conditions than an individual builder.

The approximately 30% I mentioned refers to an "additional" amount for the individual builder compared to the prices that a general contractor/subcontractor/technical planner offers their customers. For example, the inspection of a construction project by the TÜV costs a general contractor/subcontractor/technical planner around €200.00 – whereas for a builder it is about €250.00/260.00.

However, in my opinion at least, it is always worth considering bearing this additional effort (if the TÜV is to be commissioned), since the TÜV – like every other commercially active entrepreneur – is primarily obliged to its client.

On the other hand, there is of course the option of choosing an independent building expert. Prices vary depending on effort/order placement and start at €60.00/hour plus expenses.

As an expert, I would like to somewhat defend my colleagues. The TÜV or DEKRA experts are on site at the scheduled acceptance appointments. That is definitely better than nothing. I find it somewhat borderline to accuse them of a favor acceptance / or favor report. Basically, one must distinguish between construction supervision by an expert and accompaniment during an acceptance; during construction supervision, the expert is on site at least once a week depending on the construction progress. Through constant inspection, the quality of execution improves, as little can be done carelessly. You always get only what you buy, never more, rarely less.

Totally agree!


I do not accuse anything at first. However, I have been present at many acceptances accompanied by a TÜV employee and therefore know very well that the builders – if they have questions regarding identified defects / remaining work – are repeatedly given unsatisfactory answers. This does not at all mean that any defects / remaining work are being manipulated or covered up! But it always becomes very clear who the client is and who (only) benefits from it.

Additionally, I would like to address the partially questionable behavior of BT GU GÜ: - Construction delay due to delivery difficulties with construction timber for the roof - I cannot work like this when I constantly receive such calls / letters - Scheduling by the construction supervisor is an outrage no portable toilet at the construction site there was ... in the construction site, scaffolding not at all in accordance with regulations, incorrectly placed belt boxes were reminded x times (no roller shutters will be installed) will not be removed - the interior plaster is applied, and now it is supposedly an additional task, insulation layer not covered during the construction period. This is not only often the case on my construction sites but also with colleagues in my expert association. Among many other technical errors, these are the highlights of this year. Which client has the time and expertise to address such issues

Due to my profession, I deal with experts daily, albeit in a different industry. I would not only assume a favor appraisal but even claim that this is the norm...

Well, I consider that to be nonsense. Training to become an expert costs a lot of money that you have to pay yourself. I don’t know anyone who would stoop to do that for a few hundred euros and thereby ruin their reputation. And I know many experts. As already mentioned above, it depends on the question you ask what answers you get, or if you order assistance during acceptance, you get that, and you simply do not get construction supervision.
