That seems, according to your information, to be a normal contract for work with a general contractor (GU), including earthworks up to 30 cm and expert reports. The procedure of the GU is completely normal. In my opinion, there is no point of dispute. It is also usual that his earthworks contractor, who is included in the contract, bears any possible expenses at your cost. There is nothing questionable about that, no reason for mistrust. If you wanted to bring in your own trades, you should have built with an architect in individual contracts. You should best read your contract carefully again. That is also not necessary, as long as one can assume your statements. Why should he?

Thank you for your suggestions, now I am much more reassured. It was exactly this kind of critical view that I was missing.

The structural engineer is working on everything today or on Monday, and once everything is ready, we will meet for a discussion and get the desired insight. That is his statement.

I suspect that, strictly speaking, he would have to inform you of a change like "I'm digging 45cm instead of 30cm." Although I think that probably doesn't make much of a difference. Before another excavator comes... I can hardly imagine that it would be that much cheaper with a different one.

That may be true. However, in this region, we generally have poorer soil conditions. It will probably be the case that we have to replace the soil, but to what extent is now the question. Well, you are basically right. Dividing the earthworks between two civil engineering companies is difficult.

Has your construction company not given you any approximate costs if the earthworks are actually supposed to be completely carried out by the partner company? (You can forget about two civil engineering companies, that only leads to chaos and double costs for travel, road closures, etc.) If it is not regulated in the contract, you should at least still have the option to assign the earthworks entirely to the builder.

So for me, 1m of soil had to be replaced. 30cm were included. At first, according to the report, 70cm (so for me, I paid an extra 40cm) was enough, but then 1m had to be replaced because during excavation it was found that the soil layer was slanted in the construction area. But since you can't replace at an angle, everything had to be replaced to 1m, so +70cm for me. That means I had an additional cost offer after the report of x. At that time, I could still have outsourced everything myself and would have gotten a credit. But then not 30cm the one and the rest from me, but everything from me. However, first of all, the cubic meter price was okay, and secondly, if I had outsourced it myself, I would have had to provide a compressive strength report, which would have eaten up any possible savings. In the end, it was 1.2m more material because the absolute height after demolition of the existing structure was lower than on the site plan. So it was quite a shock for me; suddenly I had to shell out 4500 EUR before the foundation slab was even there.
