The information is slowly trickling in. But there are still some uncertainties.
Basement floor on a slope
In the site plan, there is a garden floor and a ground floor. I assume that the height specifications are meant to be the upper edge of the finished floor (top edge of finished floor). This means that the garden floor is already 2.30m above the existing terrain on the valley side. Does the basement mean an additional floor, or how is this height difference supposed to be managed?
max. 13m slab to roof edge
That would be more than four floor heights! What exactly is the roof edge (eaves, ridge)? What exactly is stated in the development plan?
For that, the house should not be set too low
What does that mean in absolute numbers? How deep may the top edge of the finished floor of the lowest floor be until the desired view is limited?
What we can also well imagine would be a staircase and pathway in addition to the driveway
Well then:

It’s not barrier-free, but my pain threshold of 15% is maintained.
above that with a 3-4 meter thick layer of earth
Well, exaggeration might make it clearer, but in fact it would be a maximum of 2m. But with the new proposal the garage fits nicely into the terrain, 1.5 sides underground and no more overcoverage.
Floor plans and elevations would be good so that one knows where the entrance is supposed to be. And the width of the street to assess the driveway angle. And the date of the development plan to estimate possibilities for exemptions. And the planning drawing from the development plan. And the textual provisions. And the justification. And ... oh, Christmas is still so far away?
