I haven't built the freight elevator yet but have acquired a helper who can manage it even in winter.

The property is in Lower Franconia. The landscape gardener comes directly from the region and has already said that it can snow there sometimes. However, the neighbor cultivates exotic plants and cacti that apparently even partly stay outside in winter.
But I don’t want to pin my luck on the frost resistance of my future neighbor’s cacti.

Yes, the driveway won’t be cheap, but a garage that touches the earth on three sides and has a 3-4 meter thick layer of soil above it also sounds quite expensive. Maybe a compromise of both would be a solution? Driveway halfway up and a garage there, which is in the slope but not covered by earth. Then the stairway up to the house wouldn’t be too long either (if the driveway would then be easy to walk on).

That would of course also be an option! how was your driveway solved? I have already found a few pictures, and the construction project is actually quite similar. Does your driveway go all the way to the house? How long did it become, and how extreme is the maximum incline?
Would you build it the same way again?

The information is slowly trickling in. But there are still some uncertainties.

In the site plan, there is a garden floor and a ground floor. I assume that the height specifications are meant to be the upper edge of the finished floor (top edge of finished floor). This means that the garden floor is already 2.30m above the existing terrain on the valley side. Does the basement mean an additional floor, or how is this height difference supposed to be managed?

That would be more than four floor heights! What exactly is the roof edge (eaves, ridge)? What exactly is stated in the development plan?

What does that mean in absolute numbers? How deep may the top edge of the finished floor of the lowest floor be until the desired view is limited?

Well then:

It’s not barrier-free, but my pain threshold of 15% is maintained.

Well, exaggeration might make it clearer, but in fact it would be a maximum of 2m. But with the new proposal the garage fits nicely into the terrain, 1.5 sides underground and no more overcoverage.
Floor plans and elevations would be good so that one knows where the entrance is supposed to be. And the width of the street to assess the driveway angle. And the date of the development plan to estimate possibilities for exemptions. And the planning drawing from the development plan. And the textual provisions. And the justification. And ... oh, Christmas is still so far away?

Sloping plots. By now I love it. I'll just throw in the following picture. That was an alternative plan on our part. It might be an option for you.

If the garage is not planned like [sichtbeton], definitely plan for an all-wheel-drive car!

In winter, it will definitely be tough. A beaten path through snow is still romantic for a holiday apartment, but it becomes annoying for everyday use. You will need to find a good solution. With appropriate earthworks, it will work, but as mentioned, that will cost.
