According to the district supervisory authority, a kind of initial information, the following applies:

Term: detached house

The term detached house is a planning law term used in § 22 para. 2 Baunutzv.

The term detached house refers regardless of the number of residential units to a free-standing building that is not divided by property boundaries.

The representation form of the detached house in the development plan results from number 3.1.1 of the annex to the Planzeichenverordnung.

no, there is none.

So, as I see it, I could also plan 10 apartments per house (provided it would be possible).

I would submit the preliminary building inquiry. Then you can react to the response. In my opinion, the municipality would have approved a multi-family house, if desired. Here with us, the municipality afterwards changed the areas with E/D to multi-family house through a development plan amendment. The developer is himself on the municipal council. A rogue who thinks something bad. Multi-family houses are in trend because they are more economical. However, the plots were larger. They are now building 8 housing units with underground parking and elevator on 1000 m2. 8 units * 350k! All are already sold. Construction had not even started yet.

Buy the 2 plots of land and submit an application for a change of the development plan. Since there is a trend towards multi-family houses, the chances are not bad. You just have to have time and know the people on the municipal council well. I only wonder why no one has done this with you yet? Is the market for owner-occupied/rental apartments not there?

The change will not happen and is not necessary anyway if several residential units are allowed to be built in the single-family house. What is the added value of a change?

If there are no additional planning requirements, then theoretically nothing speaks against the construction of multiple residential units. But the question is whether realistic residential units result from parking space regulations, emergency escape route regulations, ventilation systems, etcpp.

You will think of me when you have submitted the building inquiry. Building law is not a wish concert. Building authorities are often not exactly willing to compromise. ED is quite clear about what is desired there. A multi-family house in my opinion certainly not. Please report how the building authority or LRA have decided. Time simply must be available.

I read here: "Die hiesige Stadt sagt, es sind nur 2 Wohneinheiten Prohaus vorgesehen." a clear statement.
