Of course you pay, almost everything on a local road (a federal road through your field would of course be cheaper in terms of local fees, *LOL*). Meanwhile, it is also very common that advances on the costs are paid.
I am currently searching for similar posts but only come across topics where the development of individual plots is discussed, but not the 'main development', i.e. the road through the field etc.
You have not yet responded to my assumptions. Currently, I suspect: in the sense of this question, THE FIELD IS the "individual plot". In this respect, I also see not insignificant sales pressure due to the expected development fees, because they will not wait with the measure in your favor. It will come if it is in the budget.
