But that requires quite a bit... knowledge, experience, managerial qualities, etc. You have to know whether that matches your competence. Not everyone is immediately a businessman who has something to sell. I would sell like that and reserve two or three plots of land for personal use. Good bargaining :)

It is common for the city to purchase the land for the BRW and then carry out the rezoning and development. The seller receives a right of first refusal for part of the plots at the sale price plus development costs.

No municipality agrees to you capturing the profit.

Of course you pay, almost everything on a local road (a federal road through your field would of course be cheaper in terms of local fees, *LOL*). Meanwhile, it is also very common that advances on the costs are paid. You have not yet responded to my assumptions. Currently, I suspect: in the sense of this question, THE FIELD IS the "individual plot". In this respect, I also see not insignificant sales pressure due to the expected development fees, because they will not wait with the measure in your favor. It will come if it is in the budget. After a statement regarding my assumptions, I can probably say more.

Thousand k would be a million – what do you mean by that: the field wouldn’t be built on with that, but for development contributions that would be a bit much (?)

10000 m2 * 0.8 marketing share * 125 euros development = 1,000,000 euros

As we know from another post, development costs depend heavily on the location. Unfortunately, the OP remains silent on this.
