Are you saying that he should contribute the entire field to the city in a land readjustment and then have it developed for 125 euros per square meter, assuming a 20% allocation for traffic areas?

If the land is already included as building land in the land use plan, it should work. Otherwise, it will take some time until everything is finalized. This then goes through several meetings of the municipal council.

I probably did not read or understand your request correctly. I deducted the 20% for streets, parking spaces, and green areas, etc., since these cannot be sold as land. However, the flat-rate development costs are per m2 of land.

Allegedly 4 million € land value, you want to build houses yourself, but then be stingy on the road? I’m afraid, based on your question, the only viable option for you is to sell to the city or a project developer, as harsh as that sounds.

First of all, thank you very much for the answers.

1. The field is next to another field; these fields are surrounded by completed settlements. On one side (settlement) there is a road adjacent to the field, so there is a approximately 10 m wide green area about 200 m long that practically lies at the foot of the field, this belongs to the city. The place is about 80 km east of Munich.
2. I know that this is a more extensive and lengthy undertaking but you have to start somewhere and that mainly involves gathering as much information as possible.
3. I will look at the land use plan as well as the development plan again next week. But everything around is actually already built up, so no neighboring construction area and the city already sees this field as a place where apartments should be built; it was once under discussion.
4. The road that connects to the green area to the field, should I count it or only from the beginning of the field to the end? So once through the middle + canal and electricity etc.
5. What do the 125 Euro/m2 consist of? What would a road with the other matters like water, electricity etc. through the field cost, 4 m wide 100 m long? Then the field would basically be developed and I could start gradually building apartments.
6. By the way, I imagined lots of 500 m2 in size.
7. To clarify once more: these development costs with road etc. have to be paid 100% by the owner and I should try to get a ‘deal’ with local road construction companies myself; there is no way around it. Or I can recover the costs as a road usage fee. Why doesn’t the city pay for it if it is in their interest that living space is created there?

Because profits are privatized to you, but the costs are socialized by the city. Much more interesting for the city is to buy the land from you as farmland plus X, develop it, and then sell it at building land prices. In addition to the profit for the city treasury (which can range from symbolic to considerable depending on the treasurer), the city also has influence over who gets building plots afterward.
