Determining the height of the house, what should be paid special attention to?

So the draftsman said, we will discuss this with the site manager but in the building application I see top edge of finished floor or similar, probably after the approval one can vary within a certain range.

At our place, the final elevation was defined using the string framework and measured by the surveyor. As long as the distances and setback areas are maintained, there is no problem - not even regarding the building permit. It is probably common here that the elevation of the house is determined with the string framework.

Today we were on the property with the construction company to determine the house height. According to the development plan, the finished floor may be 10 to 50 cm above the finished street level. The construction company recommended building 30 cm above street level, so that afterwards there will be a proper slope up to the entrance (without a step and wheelchair accessible). The right neighbor built 43 cm, the left 37 cm, and the opposite side built 40 cm higher (all with steps). What height or height difference do you have? Is it okay like this? I don’t want to build too low and want to be able to properly pave next to the left neighbor. We have a carport and they have a garage on the boundary.

The garden-side neighbor wouldn't matter to me. I'm more interested in border garages or because on the side you often only maintain the 3m distance, what heights the side neighbors have. Are there already any facts to orient oneself by?

And of course, I would clarify that with the approval authority, the height indication in the submission plan is to be taken seriously - however, I would see 10 cm more or less height as just a correction, like shifting a window (naturally while observing the maximum heights, which probably won't be touched anyway).

If we build 30 cm higher than the finished road surface, we will still be 13 cm lower than the left neighbor. (We measured the finished floor level of the neighbor today with the laser, I inquired about the finished road level from the city) I cannot compensate for the height difference with a flower bed or similar, as the garage and carport are right next to each other. The largest distance between the house and the street is 5.5 m times 6% = 33 cm. From the street directly to the front door, it will be even steeper because the distance is smaller. I actually wanted to go 5 cm higher as a precaution to 35 cm. What do you think?

I just wanted to quickly report how it went. The contractor recommended 45 cm above the construction road. Then 15 cm will be added on top, so we are 30 cm higher than the road, the slope is also okay, max. 6%. We accepted it that way. Later I officially found out from the city that the right neighbor planned 50 and the left one 40 higher (they built a few cm higher than planned, there are also tolerances). Now I am satisfied with 45. Thank you for the opinions
