That actually amounts to a step up to the utility room. Because a layer of insulation is not a problem solver in this case. You are just shifting the problem of the height difference towards the garage entrance. For you, climbing the step will not be a problem. For your car possibly yes.... (jokingly meant). If garage and residential building were planned in connection, then the height problem raises the suspicion of a local planning error! Although it is not so unusual to deliberately introduce such a step between a carport and a residential building.
