Just for you and the OP:

Please use the forum search. This topic has been discussed in depth at least once every year over the last 3 years, if not more often. Always with the result that the planning alone as a two-family house or EFHmELW is not sufficient.

The complete construction execution including fire protection, if applicable noise protection, ventilation, electrical, additional parking space and everything that belongs to it must be carried out as planned. As soon as even one door is missing (because it can be done later), the conditions are not met. These costs are likely to exceed the funding. A certificate of separability, however, is not necessarily required.

I phrase this here fundamentally so extremely because everyone who pays taxes here has to pay for these incorrect subsidies. So don't waste any thought on "grabbing subsidies" as was nicely put in another thread on the subject.

I don't see any obstacle in your listings. The OP, for example, explicitly mentioned the door to be installed, and he commissioned both the planner and the executor to build 2 residential units. Furthermore, there is no exclusion to be found in the funding conditions. In this respect, the drama here is reduced to moralizing and is far from criminal law.

Have you ever considered that there are only structural requirements and no further checks, e.g. whether another party actually moves in within period x, because that could be more economical for the tax fund?

That is why the reference to the forum search is also so unsatisfactory to me, because there is nothing but drama and morality to be found there. If you have a suitable, relevant link within the forum at hand, please feel free to share it.

Maybe the problem of the site manager is not with the funding at all, but simply where the development plan allows a maximum of a single-family house with a granny flat? Two residential units of 70 sqm each are a two-family house, since a granny flat rather* plays a subordinate role...

If both apartments are to be used as separate residences, that is of course legitimate. This presupposes that it is possible to maintain an independent household there (including kitchen connections, not kitchen).

In this respect, I read from this that it is currently (not later) only about being able to claim the funding.

And to that I say: It's not worth it, because if you say A, you also have to say B.
