You have to check what is stated in the building permit; some municipalities specify who is liable. Your construction company might also have clauses about this in the contract. And usually, the company that delivers has to clarify in advance how the access is arranged, but this can also be regulated differently in the contract. The responsible building authority should be able to inform you who is responsible for the roads.

That is why I wrote -for now-. I have very frequent contact with the building authority and am incredibly satisfied with how accommodating, talkative, and purposeful they are there. I just don’t want to ask further questions unprepared yet, especially when I cannot foresee follow-up questions; I like to be prepared so as not to bother unnecessarily. That’s why I’m starting here first, and lo and behold: I’ve already made some progress again. Now I’m waiting for the remaining offers so I can then deal more intensively with the contracts of the candidates in question. Our favorite is a locally based company that was also awarded the contract this year to handle the municipality's everyday matters. So they also know the responsible people at the authority and might be able to give us some information.
We once had a case where it was clear that damage to the pedestrian and bike path along the entire length of the construction site was unavoidable. The costs had to be borne entirely by the client. Including before-and-after documentation and site inspections. I vaguely remember that we also obtained corresponding information for the adjacent road. But since it was a federal highway, the load-bearing capacity was sufficient. The access had to be from the town sign as prescribed.
