I agree with you. To my knowledge, the structural builder does rough/heavy work (L-blocks, filling, gravel, etc.), much cheaper than a garden landscaper, because heavy equipment is available.

But you don't mean the paving, do you?

Sure, why shouldn’t he do that? Our shell builder also did our terrace (concrete). He can take on many tasks, you just have to ask.

Today we received an oral preliminary offer for paving 135sqm of carport area, path around the house, and terrace: €20,000. That seems a bit high to me.

In detail, the following needs to be done:
- approximately 40cm of soil to be added in the carport area (75sqm) for the correct level
- dividing wall to the neighboring property about 12m at the carport (neighbor is slightly lower)
- adjust garden level: starting from the existing terrain about -20cm
- small wall from carport driveway to garden (garden is higher than carport) about 8m

The price is supposed to include everything except the paving stones.

What is your assessment?

I found this price scale online:

Example calculation for paving the driveway by a specialist company
Material and labor costs for paving a driveway with 30 square meters area (10 meters length x 3 meters width):

Labor costs Driveway 30 square meters
Excavation 7 euros per square meter 210 euros
Gravel base 20 euros per square meter 600 euros
Removing excavation 5 euros per square meter 150 euros
Lay gravel bed 2 euros per square meter 60 euros
Paving 40 euros per square meter 1,200 euros

Material costs
Gravel 11 euros per cubic meter 99 euros
Concrete paving stones 20 euros per square meter 600 euros
Gravel 4 euros per cubic meter 6 euros
Curbstones
4 euros per linear meter

80 euros

Is that realistic?

Based on that, I would come to a labor cost of pretty much exactly €10,000 – not €20k.

I also find it too high. It sounds a bit like take the money and run, who knows how long the boom will last. An increasing attitude in the construction industry. Feel free to include comparisons. However, I doubt whether you can get down to 10. Instead of carport paving, granite rubble on the driveway, that would provide financial relief.

I don't find it excessive for BY. If it's done "properly," it would be worth it to me. We are/were similar, a bit more though including material. Carport retaining wall including foundation, carport greening, house entrance stairs including substructure, garden landscaping, retaining wall to the neighbor, and 100sqm paving
