When I read something like that. Call on Monday and arrange an on-site appointment. If it goes quickly, no problem. Put in writing what needs to be done and discuss alternatives. Then send it by email and have it confirmed.
Why should a scaffold be built for the cable? What kind of huge construction site is this? Isn’t it a normal single-family house?
You need a house connection later anyway. If the route is on the other side of the street, then the utility company should lay the cable up to the construction connection directly. As soon as the shell construction is finished, the construction connection is removed and the cable is extended for your house connection. The house will hardly ever be supplied via the scaffold later. What kind of connection are you getting?
I have NEVER seen anyone get construction power with a scaffold here unless the construction site is gigantic and uses huge amounts of power. Then they are connected directly to the transformer station. But for a completely normal single-family house, you can simply use the house connection needed anyway as described.
