What you are writing here is, in my opinion (!), really nonsense! As DerDa writes, the soil survey should be done before purchasing the plot, because the costs of excavation, filling, soil replacement, and whatever else also belong to the total calculation of a construction project. I don’t know how it is for others, but in our building project, the budget for everything was simply limited to a certain amount. We had the soil survey done before the purchase and thus found out that we had to carry out a soil replacement, which cost about 8,000 euros extra. But reading here, pile foundations and other things can easily cost 20,000 euros or more. If I only get to know these costs at the start of the work, in my opinion, it is too late. Then the house is planned, the building permit is there, the loan is approved, and so on and so forth. Then you can no longer easily turn certain screws to save on additional costs. Or you can no longer search for another plot. It was and is too risky for me!
