I wouldn’t base the whole thing solely on the door height, but also on the staircase. How high can the floor buildup be, so that the last step has the same height as the other steps?
Your builder will have already installed the staircase. Every step in a staircase has the same height. If you now choose a floor buildup height that doesn’t match the step height, you’ll end up with a great tripping hazard.
That is the main problem. Let’s assume we’re talking about 4 cm floor buildup above the raw ceiling edge: that is not insignificantly rampable between the staircase exit and the first room that is finished like this. So it would have to be considered for the staircase – but only before the staircase is installed, meaning during planning.
Can’t something be placed under the steps so that all (really all) steps lie a bit higher... We wanted to close the lower opening of the steps anyway...
Let’s take my example with the additional 4 cm, spread over 16 rises: do you seriously want to double up 2.5 mm on the first step, 5 mm on the second, 7.5 mm on the third, and so on? By the "lower opening" you probably mean missing risers? (then it’s not just botched, but also looks really awful)!
