The question is, how old could the base be?

Not really, they sit in the concrete bed without overhang and have additional support through the load.

Of course, the neighbor has to remove the encroachment. He could even build against your L-blocks. It will still annoy him, although I cannot imagine that he wasn’t aware of the encroachment. You’d have to be very blind, and the executing craftsman also knows very well that you cannot do it that way.

Is that a nice neighbor? Talk about your plan. Maybe it is exactly as says and you come up with a solution that is good for both. You can keep in mind for now that the base has no place on your property.

I would have added that too, but you were faster than me: the best L-stone is no L-stone at all. Where is the nasty neighbor's plinth? On the north side by the carport? Then congratulations – just plaster it on, done! Or on the south side on the other side – then it doesn't bother at all. Save yourselves the L-stone stuff and rather treat yourselves to a proper heating system ;)

A note about the carport: leave out the post on the driver's side – that makes getting in and out easier.
