Unfortunately, the dB values say very little about noise annoyance. Rather, it is the type of sounds, especially low-frequency sounds..
...which are specifically filtered out in dB(A) (the dB(C) values would be more meaningful). The sound pressure levels of low frequencies are rated lower here, and they are not as easily heard by humans (which is why the A-weighting exists in the first place), but can still partly be felt or transmitted through structure-borne sound.
