Cold local heat with ground source heat pump

The configuration as I know it: Heat pump owned by the network operator. Network not a ring circuit, but supply and return flow, i.e. tree topology. Supply comes with a "higher" temperature, heat pump draws energy and sends the lower supply back to the primary side generator. If the operator now obtains photovoltaic power from the customer, (according to my layman’s understanding) the Renewable Energy Act applies.

How do you understand especially the last part? ‍

It would almost be more profitable to drill on my own property...

Heat sold to third parties via self-generated electricity is simply not subject to the Renewable Energy Act!
It is heat, not electricity. That's just how those bastards of the energy producers are. Of course, I'm not a lawyer, but if it's not stated in the contract? How are they supposed to technically prevent that? Did they just now realize that electricity from builders' photovoltaics is bad for business?

The supplier provides you with the water for the heat pump, and the heat pump is powered by your electricity grid?
