You can simply call directly and explain your concern. You don't have to explicitly point out that there will definitely be changes, but rather ask, what if? I had a question, and it was clearly answered over the phone. It wasn’t really a big deal.
Unfortunately, it was the same for me, as the answer was that I wouldn’t receive Baukindergeld – ultimately due to a registration-related formality. Everything else would have fit. My first property, I have two children who live with me... all in the target group. I had to come to terms with it and throw the money away. As a single mother with two children, that really hurt. But rules are rules. A colleague signed the purchase contract on 12/30/2017, that was just bad luck. He also gets nothing and now even has four children (!).
