I did some research. There is little to no information on the exact requested constellation. Basically, the proofs do not target the building permit but rather the actual moving in (registration confirmation). When setting up the regulation, it was not considered that people would submit applications at the last second. It was rather assumed that the money would not last until the end of 2020...

The critical point is probably that a new building application must be submitted in case of changes to the house. (But I am not an expert on that) And with submitting a new application, the previous building permit becomes invalid. Therefore, it can no longer serve as proof for the Bafa.

Even if you are now looking for a house construction company, it will hardly fit in time anymore. Until the application can be submitted and all formalities are clarified (just until the official site plan is created by the surveyor....) it will take weeks, if not months. Then you submit the application and receive the confirmation of receipt with a file number 1-2 weeks later. From that day on, the office has 3 months to process it. Of course, this is only if nothing is requested afterwards (and that will happen, guaranteed!). Because the 3 months start over each time the documents are resubmitted. We submitted the application 3 weeks ago and actually do not expect the approval to come this year anymore. If it does, it would of course be great with 2 children.

The permit must be in place by 12/31/2020, quite simply. Submitting an application on 12/30/20 gets you exactly 0,nothing.

You can simply call directly and explain your concern. You don't have to explicitly point out that there will definitely be changes, but rather ask, what if? I had a question, and it was clearly answered over the phone. It wasn’t really a big deal.

Unfortunately, it was the same for me, as the answer was that I wouldn’t receive Baukindergeld – ultimately due to a registration-related formality. Everything else would have fit. My first property, I have two children who live with me... all in the target group. I had to come to terms with it and throw the money away. As a single mother with two children, that really hurt. But rules are rules. A colleague signed the purchase contract on 12/30/2017, that was just bad luck. He also gets nothing and now even has four children (!).

Information sheet Baukindergeld from KfW:
New buildings are eligible for funding if the building permit was granted between 01/01/2018 and 12/31/2020. Projects that only require notification according to the respective state building regulations are eligible for funding if the responsible municipality has been informed through the building notification according to the respective state building code (state building code) and construction of the project was allowed to begin no earlier than between 01/01/2018 and 12/31/2020.


So what is it? Are the exterior dimensions fixed or not? Everything that can be approved as a subsequent change has no influence on eligibility for funding.

You don’t need that yet. Go to an authorized draftsperson and have your house planned. If, in your case, an exemption from approval according to Art. 58 BayBO is possible, you only have to submit the complete and error-free building documents by the end of November. What can still be changed as part of corrections will be told to you by your planner. Then you can calmly look for a company that will build the house for you.
