Child construction allowance with non-final building permit

What speaks against submitting an application with the assumption that you ultimately want to build the house that way?

I know how I want to build the house, I have my floor plan and the exterior dimensions, but I just haven't found the right construction company yet. and I do want to build... I'll probably get the building permit by mid-January and be really annoyed

and as netuser writes, the building application should then really only be supplemented... e.g. the exterior dimension of the house by plus or minus 1 meter...

How life sometimes plays out. Do you think it works the other way around? Applying for child allowance even though you don't have a child yet? "I know I want a child, I just haven't found the right woman yet"

Overall dimension plus/minus 1m will definitely result in a new application because the entire statics as well as the exterior of the house will change. You can make minor adjustments afterwards, like moving a window here and there a little bit, etc. Nothing more.

Does anyone know the exact regulations? Before talking about criminal activities here, I would be interested to know what the legal situation is. Can someone prove based on the text of the regulation that the OP's idea is illegal?
