Around here (Düsseldorf, Cologne, etc.) no building authority meets the 3-month deadline. The excuse "because of corona" comes in very handy. Of course, that’s nonsense. It was the same last year.

What actually happens if you get the confirmation of receipt on 09/30? Do you have a legal claim to the 3 months? So also a claim to the Baukindergeld if it takes longer? (Of course in the unlikely event that nothing else is requested)

We had intensive contact with the building authority some time ago regarding the topic of Tektur, as sometimes things just don’t go as planned. There may be differences among authorities, but our district building authority made it clear to us that a change to the submitted application is only accepted for minor details and internal changes. Changes to the exterior dimensions, etc., must always be submitted in a new building application. The same applies if the designer changes (e.g., if another construction company submits changes).

I never claimed that either. But a (new) construction company regularly brings its own authorized submitter. The stated reason for this attitude was the then existing uncertainty about responsibilities/jurisdictions when multiple authorized submitters contribute to a single application.

What exactly is supposed to be continued regularly? The building application is submitted once and that's it. We are only talking about changes here, which should be the exception anyway.
