So much dangerous half-knowledge here:

Anyone building new must have their building application approved by the deadline of 31.12.2020. Then there is still the latest move-in date of 31.12.2023.

As Goalkeeper already wrote, you have until the end of 2023 (theoretically, if the funding pot is still sufficient), but must apply for the funds within 6 months after moving in. The building permit from the end of 2020 is relevant, which is probably given in your case.

So if you build in a new development area, there is often an exemption procedure. After 4.5 weeks, we received the notification that we are allowed to build. So I would still try to get it done without cheating.

But that also depends a lot on the respective building regulations office. In some municipalities, they almost resist exemption procedures, but a call there can bring clarity.
