Raufaser - even the fine kind - remains Raufaser. Better a non-100% fleece wallpaper than a top-quality Raufaser.

Thanks for the photo, that looks great! It also has a slight texture, which I like visually better than completely smooth walls.

Exactly, I definitely don’t want to wallpaper with roughcast. But I also don’t see anyone (here in the forum or so) who simply wallpapers with a non-woven wallpaper instead of non-woven fleece + painting. And I wonder if that’s not technically possible / an issue, or if it’s just a design question, because for example there’s only a limited choice of colors with non-woven wallpapers.
And I also don’t know if “the plaster can absorb roughcast wallpaper” can be stretched to “the plaster can absorb non-woven wallpaper,” and if not, then I don’t know what to imagine happens / how that looks if I do it anyway.

I have seen many houses where Q2 is good enough to work, especially when the fleece has a texture or pattern. What you should pay attention to are unevennesses. Every splash, every dent then shows up. If necessary, take another close look at every surface and, if required, do partial touch-ups.

Thank you for investigating the matter so thoroughly. I myself have not understood any of this yet and am learning from your question, which I could not have asked better.

As already mentioned, a well-done Q2 plus non-woven wallpaper and painting can be sufficient.

Since it is a new building, we went straight to Q3 with the idea that if new and finer wallpapers are applied someday, the filling mess is already done.

In ten years, it will be easier in an inhabited house where furniture, etc. is in the way (even if under protective foil) to just wallpaper around it, rather than also filling and sanding from Q2 to Q3, because the wallpaper that will be absolutely necessary then requires it.
