Paint or wallpaper lime-cement plaster?

Since the lime-cement plaster has become relatively smooth throughout the entire house for me, I would first like to try to remove only the small voids and then paint white. However, I am torn between a silicate paint and a dispersion paint. Can anyone share their experiences with this? Wallpapering is always still an option afterwards if it goes wrong or is no longer liked.

Wallpapering yes, but sanding no.....

If the walls have been primed, should one paint shortly afterward (the next day) or can one also wait a few days before painting?

So, I have to interject again.
Lime-cement plaster: With a dispersion paint, first apply a primer, then paint? Or dilute the first coat of paint with primer?
Is the primer unnecessary with a silicate dispersion paint?
