It is nice for you that you know the construction cost index; it is determined quarterly by the Federal Statistical Office based on available data and does not include VAT nor is it binding for providers. It is predominantly used by insurance companies to calculate building insurance.
You invited me to this discussion via PM - I am slowly wondering why, because you do not want to read answers, but want to have your engineer opinion confirmed. If you follow my posts here - and I assume you do, otherwise you would hardly have asked me to respond in your thread - you have noticed that I always distinguish between construction and typical incidental costs. Therefore, the 233 TEUR mentioned by you or brought up by your architect will not be sufficient for your construction project according to my experience. And yes, I know that there are drastic differences - also in the Rhineland; the last example of a provider acting in such a manner to be expected in a series was IBG. To this day, I do not understand why a not insignificant number of well-off and earning clients awarded this provider the contract. But probably their doubtlessly existing intelligence outsmarted themselves.
I would rather say, it will look like this:
Single-family house according to the Energy Saving Ordinance with partial walk-out basement: TEUR 235
KfW 70: between TEUR 12 and 20, depending on desired technology or additional effort using the 15% rule
Construction incidental costs: TEUR 35-40
Additional foundation costs due to slope location: TEUR 10
Painting work/floor coverings included in EL: TEUR 15
Exterior works: TEUR 15
By the way - to answer your question from the other thread, which surprises me. There are associations of engineers that you can find by entering the relevant parameters via Aunt Google. But you can also commission €uro; I seem to recall that you are not so far apart in terms of kilometers.

Of course, the above-mentioned 233,000 EUR is not enough for the construction project, as this is only the pure construction costs and additional construction incidental costs (approx. 35 TEUR) as well as other costs for the property, preparation, etc. (approx. 70 TEUR) are added. Our basement is to be executed as brick masonry.

Applied to our example, this means then for the residential floors 130m2 x 1300 EUR/m2 = 169,000 EUR and for the basement 65m2 x 800 EUR/m2 = 52,000 EUR. Makes a total of 221,000 EUR for the pure construction costs.
