Building plot in a pit, neighbors are situated higher

What kind of mega sh*** development by the neighbors is that... the higher, the cooler, or how do I turn a 2-story building into an optical 4-story building?
Why is the one in the back building a wall there? That's called elite fill!
One has to like that, I mean you all.

What does the development plan say? What is allowed to be built?

Do I see it correctly in the sketch that the triangle corresponds to the front tip of the first photo?
And the building window would then be more on the south side?

The area in the building window looks quite flat to me except for the front border. Isn't that done with a bit of fill?... personally, I would probably move the garden and terrace to the NE. Nevertheless, compensation windows in the south.

If you stay deeper, you have to provide the water (if in doubt mud-water) paths through which it can flow freely over your property. And set your house and terrace a bit higher accordingly, so that water doesn't run in. Never rely on drains... Personally, I would build up the ground, and probably build with a basement. But not in such a way that water can run into the basement windows.

Awful when people build such towers... I would definitely make sure that your ground level roughly matches that of your neighbor. To the north, you could possibly terrace the garden. If the municipality approves such structures like your neighbor's, it should not be a problem for you either.
