So we submitted the building application, it goes to the city council, who said it was fine, then the district office said the knee wall was too high, the house too tall, roof tile color didn't match, we resolved all that, were allowed to build the garage on the other side, knee wall at 2 m but the house lower and red roof tiles, we managed that. But had to go through the city council again with new plans. Then forestry came in because of the Bavarian tree felling boundary regulation since it is on the forest edge; it was agreed with them that we may build if the city signs that no taller trees will be planted there. Finally now the lower nature conservation authority with the biotope.

Honestly, that sounds to me like a sloppy building application. Has your architect even dealt with the development plan? Or did the district office arbitrarily criticize the knee wall? I can't imagine that.

We do not build according to the B plan with knee wall 50, no one does that anymore, we simply asked for exemptions. Some were approved, others not.
