Memorials strike me as quite ridiculous now. What's the point? Do you want to position yourself against the community with them? The regulation of the development period is completely understandable. People would be happy to buy this piece of land (those are the ones who are actively reading here but don't get any land). I can understand that you hold on to it, but life goes on. And sometimes you have to give in, especially when it is regulated _for this very reason_ and you can't comply with it.

Memorial was an exaggeration.
I have an appointment with the district administrator tomorrow at 9 a.m.
Afterwards, building authority, architect, and mayor.
By 11 a.m. I will probably know what to do.
Still, thanks to everyone!
There is enough building land here now.

What does your "now" refer to? Because it doesn’t matter if it is a closed unit that, upon completion, is "handed over" to the municipality as finished. It is probably not a new development area?

Of course, new development area, developed for 2 years. I also expect a clear concession here. Those who do not act, lose. I'll get in touch tomorrow!

I had to think about that first, but what are you actually calculating there.

For 100 sqm of living space, your values (1800/sqm and 13/sqm rent) would result in a gross rental yield

That's already quite a hefty gulp from the bottle.
