Build inside differently than approved?!

Hello, I am new here in the forum and have a question. We have bought a plot of land in a new development area and are wondering what happens if we build differently inside than approved in the building notification. We plan to build a granny flat on the ground floor and therefore must have three parking spaces. Today we learned that all of these must be accessible in such a way that you do not have to cross another parking space. In addition, this is only allowed on the right side of the property and not on both sides, and I am only allowed one parking space in the front yard. The property is narrow and there is a way to circumvent this: officially building a single-family house. Because then we only need two parking spaces, which may also be one behind the other. In other words, we would only change one thing in the plan, namely a larger door between the two adjacent living rooms (to the house and granny flat). But we do not intend to actually build this door. Will someone come along and check this at some point? ?

At the latest, when someone registers the address as their residence, or you report the rental income to the tax authorities, it can escalate. Nasty neighbors also like to be helpers of the authorities.

I guess it also depends on the municipality. In our case, the district office is completely humorless and rigid when it comes to parking spaces. This is actually checked. Sometimes also just randomly street by street.

If something happens, e.g. in case of fire, no insurance will definitely pay because it does not comply with the building permit.

Don't you think that would already be noticed during the approval process? The [Einliegerwohnung] will have its own kitchen and bathroom, right? Basically, I also find the parking space regulation sensible. It is sometimes quite unpleasant to drive through residential areas where the street is fully parked.

If you only wanted to claim the subsidy, you would plan the "bathroom" as a separate guest WC from the start. And the kitchen is just a normal room that only requires the appropriate connections, which can be easily concealed.

You wouldn't believe how creative people get when it comes to cheating...
