Border design - neighbor wants a fence, we want a hedge

Hello.
We want to plant a Portuguese laurel in our garden in October. We and our neighbor have just built new houses. I therefore spoke with him and actually wanted to achieve that we plant the hedge on the boundary and basically share it.
He then told me that he wants a fence and a hedge because a dog is planned for later.
Between the lines, he implied that he will now only put up a fence. We are already planting a hedge. In addition, we should keep enough distance so that the fence is not damaged by the hedge.

How must the boundary distances be maintained now? The development plan doesn't really say anything about it. On the internet, I only find that in Lower Saxony, a distance of 50 cm from the boundary must be maintained for hedges. If he puts the fence on the boundary, then I still have to be able to trim behind my hedge. That would mean I have to stay at least 1.50 meters away from the boundary, right? That would be unfavorable besides the enormous loss of space, since we have already built our garage on the boundary. I actually wanted to start the hedge quite close to the garage. Is he even allowed to put the fence directly on the hedge?

Not on the hedge, but on the boundary. What exactly does your neighborhood law say (I'm too lazy to look it up right now). Here in NRW there are relatively clear rules about who can do what and how.

you already wrote it yourself: place the hedge so that 50 cm remain to the boundary. If it spreads, you just have to cut it back. 50 cm is enough to work between the fence and the hedge.

IF the hedge does not grow higher than 2 meters, yes.

The so-called right of hammer blow according to § 21 of the State Neighbor Law only gives your neighbor the right to enter your property in order to carry out repair work on his house. However, it does not apply to cutting a hedge. Therefore, there is no right for the neighbor to enter your property to trim his hedge. You should therefore be able to manage everything from your own property.

His boundary, of course. You were even allowed to put a garage there! A fence is much less invasive there,...

that seems to be your area of expertise. Yes, then I have to make sure to keep the distance when cutting from the fence. Or I'll be patient for another year or two and have him plant a hedge. Then I'll have space and peace. I find it a bit unfortunate that the one who comes first also has to suffer the disadvantages.
