Attic not convertible

The roof is being insulated! And there are no regulations regarding this in the development plan.

As I said, talking to the architect feels like talking to a wall. He just works with our builder, so we couldn't choose him...

From the beginning, we said that we want to use the room as a bedroom! So this has been known from the start.

It feels very strange to us why he suddenly left out the windows in the attic...

Could the reason "not expandable" come solely from the space-saving staircase!?

Or could it be due to the number of full stories? According to the development plan, we are only allowed to have 1 full story.

Direct hit. Although the architect should have informed you about it because you assumed that you could still use the room. Maybe it can be declared as a storage room and then still get a staircase and windows into the roof.

Why does the expansion of the attic have an impact on the full-storey status of the top floor? I do not understand the connection.
