Maybe they agree if I have the construction road and driveway built later by the same company (because they will still be liable) - The only question is whether they will take advantage of this because they know that I depend on this company.

What actually needs to be done for the access? Sidewalk lowering?

Yes, sidewalk lowering and then there is a small green strip of the city between the sidewalk and my property that will later serve as part of the driveway.

Well, as far as I know, the utilities are located in the sidewalk. There they can hardly provide connection via Wi-Fi, so a borehole and water/wastewater normally, which probably means in a trench. So, and if there is a green strip there, then I wonder whether the property is even developed if as of now: there is no secured access. Was there a building inquiry or something similar?

The problem with electricity is that the cable from the main provider (to whom I am bound) does not connect directly to the property - here approximately 20 meters of cable must be laid to the main road, because the power cable running under the sidewalk does not belong to e.dis (to whom I am bound) - therefore they are planning a trenchless cable installation - for whatever reason no e.dis cable is there, since the renovation was done just over 2 years ago. The property is buildable (according to surrounding developments). I am surprised that the city generally does not grant approval for the construction site access (after my last conversation I was told that the only sticking point was the warranty of the company that originally executed the work - and I should either hire this company (then the warranty stays with them) or the company should transfer the warranty to the new company I hire ... Somehow complicated - I also found nothing comparable on Google regarding this issue.

.. it might be useful if you clarify the floor plan situation once, ideally from the official site plans, otherwise sketched, to show it. This will also save you a lot of words if you demonstrate it sensibly and makes it much easier to follow you.
