To be honest, I don't even have a problem with 1000€. Even installing a new electric gate would be acceptable to me. So far, however, the owners give the impression that they don't care and that it's a matter of principle.

We already received a review by the lawyer for a "formal" signature we politely requested and have heard nothing for two weeks. The fact that the owner was already pissed off during the first call goes without saying.

go there with a good bottle of Cognac (they are also available for 80 euros), invite them to eat and say that you would like to introduce yourselves and discuss some details in a relaxed atmosphere. I can't imagine that the owners would refuse that on principle.
Trying makes you wise.
If everything goes wrong, you have to bear the costs to bring all building materials 70 meters with a wheelbarrow.

If it's about principles for him, Cognac and co won't help. That was an inheritance community and the neighbor was the tenant? Cognac won't help at all, except that the tenant will have a nice evening. Inheritance communities are only as good as the worst and greediest heir. I would try to manage with the narrow access path. If it’s too tight, have it accelerated again. Then it’s just the case that the gate will be repaired later...
