If you want to achieve the KfW 70 standard, you can—almost always—do without controlled residential ventilation with heat recovery; if it is only about the KfW funds. BUT in my opinion, that would be too short-sighted...
A ventilation system always makes sense; heat recovery only in the rooms where heat can actually be recovered. It makes sense alone for the reason that you cannot guarantee continuous ventilation of the new building within the first two years; even more so if you want to build with ETICS. Homeowners have the "annoying" habit of pursuing a regular job.
Nowadays there are many systems, starting with inexpensive decentralized ones (approx. TEUR 6) up to central systems (approx. TEUR 10). We are currently using a system, for example, which I always describe as a middle ground between both variants; not quite central but by no means decentralized (approx. TEUR 7).
