YOU want decorative gravel without 0 fraction as the top layer. because of the missing 0 fraction you cannot compact it enough for it to be suitable as a load-bearing layer. so just paving over it is not an option.

When the paving is done, only the [Rasengittersteine] will be removed, and then the remaining gravel can be filled in and paved.
