My train of thought was that when paving, you have to excavate anyway and lay a gravel bed. So, if I want to pave afterward, I have already completed the first two steps. Please find the mistake in the train of thought.

excavate, then subbase (load-bearing layer) of recycled concrete or crushed stone 0/32. then gravel, then paving. YOU want decorative gravel without 0 fraction as the top layer. because of the missing 0 fraction you cannot compact it enough for it to be suitable as a load-bearing layer. so just paving over it is not an option.

excavate, substructure is the same The fine gravel you need for the gravel bed sticks nicely to your shoes. You have to fill up more in front of the garage, for example, to avoid having a 10 cm step. You can do it. Excavate, bring in the substructure and then gravel. Depending on the gravel, it has to be removed again and possibly parts of the substructure (garage driveway)

So in November we excavated everything, brought in recycling material, and compacted it as preparation for the paving. However, paving will only take place in spring. To ensure we can get into the garage until then, we filled some gravel at the edge towards the street and at the edge towards the garage and installed [Rasengittersteine]. When the paving is done, only the [Rasengittersteine] will be removed, and then the remaining gravel can be filled in and paved.

It works as you imagine if you have the gravelled surface over time until paving at a correspondingly lower level. No mistake in the line of thought. You can live with that if the terrain allows it.
