What can a floor plan draft cost?

1000€ for 21 working hours is a great deal. Pay and done.

And next time you ask your service provider about the costs, so it doesn't end up like last time...

According to Hoai, he could have charged 2-3k here, which he would also get in any case if you were to dispute it in court... Therefore, pay and look for a new one. Draft in approval planning costs then significantly more.

But you are now assuming that he really worked on it for 21 hours. Which I very much doubt, as he only redrew my sketch cleanly. I showed it to another architect who also pointed out that the floor plan is not approvable as it contains serious errors regarding some regulations. And so I didn’t get what I wanted, I now only have my amateur draft with a few adjustments made "nice". And as it is, it can’t even stay like that.

And the effort you put in now in addition? Pay, check it off, book it under tuition fees.

Is the planner listed in the architects' register / would he even be authorized to submit plans in the approval process?

Thanks to various low-budget CAD programs for Windows, sometimes *clears throat* "dog groomers" dare to draw "building plans." For dreamers of houses no problem, but those who really become builders need it to be approvable.

Did the "fire protection research" possibly mean looking up where to write "F 90" next to a door on the floor plan?

Since the architect had already completed a similar project, I ended up with him. Regarding fire protection, it was about what must be between the commercial and residential areas, which he did not know. Leaving that aside, the second architect noticed that the access to the residential area is not permissible as drawn, also due to fire protection. Concerning the other contributions, it should be noted that I do not want to write off over €1000 just like that as a learning expense. 300 is okay... but not this amount. For the work done, that is out of proportion. I estimate that at most 3 hours of work have been done so far, not 21.
