Affordable around 20k€, no chance! Either you put up a shell construction or you don't! The reasons don’t interest the municipality. You have been granted a one-year extension. What happens after that depends on the municipality, meaning they can,

- grant another deadline extension
- enforce construction with a deadline
- exercise the right of repurchase

That means either you react or the municipality reacts for you.

It also always depends on how well connected you are in the municipality. If you are a no-name nobody, then everything described above can happen. If you are the village doctor or the pastor, then theoretically you have carte blanche.

In practice, it is such that in our construction section, the only plots of land that still don’t have a shell construction were transferred to the sons of the farmer who sold the land.

Regarding your idea:

- There is no shell construction for 20k€
- Even for a tiny house, you need a building permit or an exemption from the permit. Since the municipality/building authority is not stupid and does not like to be fooled, you will not get a permit for this. They will know exactly that you only want to gain a delay with it.

Just ask a specialist lawyer how to circumvent the development plan and the building obligation - for 20k, he'll definitely find something.

I wouldn't put it that way now. There are many reasons why the OP cannot or does not want to build at the moment. Wife ran away, lost job are possibilities that should not be interpreted here as antisocial behavior. Anyone of us would understand something like that. However, the fact that one cannot agree on a building material does not belong to that and is clearly an excuse.

These building obligations are usually linked to a repurchase right. Should you actually want to build and have not purchased the property solely for speculative purposes (which such structures are intended to prevent), you could offer the municipality, in return for easing the building obligation, to accept a longer repurchase right in the event of disposal. For the public sector, there is a maximum limit of 30 years. This is of course useless if the real reason for not building is the desire to profit from selling the property. I consider the tip to spend 20,000 euros on a good lawyer to be pointless. These building obligation/repurchase right constructions are now very well legally developed and confirmed by various Federal Court of Justice (BGH) rulings. The corresponding watertight formulations should also be sufficiently known to every notary – at least the notaries-only in Bavaria –
