Specifications according to the offer are mentioned in the first post. Here summarized again:

WU-BASEMENT

Execution with FBVB (Fresh concrete composite foil)

    [*]Here the surcharge of approx. 3000 Euro


Doing it yourself (or having it done) is unfortunately not an option, as prefabricated basement and only as a package

I would have liked to know whether it is really a WW + FBVB or just a concrete cellar + FBVB. I think this is where the problem lies...

Oh, I see: The execution with foil seems to be with normal concrete according to the construction and performance specification. But that is a good point, I definitely want to ask about that.

That's why! WW is for eternity, the foil for 10-20-30 years?

I do think that these foil systems last a long time. They are also used in higher-quality and often commercial/public construction projects. However, more precise information or binding statements will probably be hard to find there... just like with waterproof concrete, I suppose. A crack after 10 years and suddenly water is inside :-/

Nevertheless, there are a few things I definitely want to clarify at Schwörerhaus. Thanks again for the feedback!

In both offers the [WU(?)] concrete is simply too thin?! It should be 25cm, better 30. No wonder they still need a foil there ... there is a processing guideline or something similar for [WU] concrete, just google it
