Can I have a branch installed in the inspection shaft to then run a line to the outdoor storage, including the water meter in the outdoor storage? Or is that not allowed?

What do you still want a water meter for? To check how much water flows into the pool. You can simply buy and install one. Either in the house at the branch or also only in the technical room. The pool is not considered garden water, so an exemption makes no sense. Usually it doesn’t even work because you pay for installation, annual fees, etc. since you then need a calibrated and sealed water meter.
