What do you actually do when the water is in now. Wipe it up? Leave it lying there?

The little bit dries away on its own. However, you can also help a bit if you want. With the screed, a lot more is coming into the house.

Under the windows, everything is still open, no sealing, etc. I would initially consider it normal, but still keep an eye on it.

However, the screed is usually laid as a floating floor, i.e., on separating layers, nowadays on insulation. If it is damp underneath, it is enclosed. Therefore, it has to dry beforehand, but that is also normal.
