The "double" insulation is not that uncommon. In houses with Unilin roofs, the entire roof space is insulated. As someone already mentioned, this has the advantage that it is always above 10°C in winter and does not turn into a sauna in summer. For additional insulation effects, you can of course also insulate the ceiling between the upper floor and the roof space, which you can still noticeably feel in terms of temperature without a thermometer. At 0° outside temperature and about 20° in the upper floor, it is around 13° under the roof, so there is definitely an insulation effect, which a simple gypsum board would not have, but still "warm" enough to store clothes etc. in the roof space... Therefore, as some say that this would be nonsense, I cannot agree. For ventilation, we have small openings with flaps at the very top at the ridge, allowing a bit of draft...
