The property tax is a substance tax or also a wealth tax. Unfortunately, only immovable assets are taxed. If your wealth is zero, you pay property tax (as a tenant or as a single-family homeowner with debts). If your wealth exactly corresponds to the value of your unencumbered single-family house, you also pay property tax. And if you own a villa and additional assets worth 1,000,000,000 euros, then you also pay (only) property tax.
That is why property tax is unfair, should be abolished and replaced by a wealth tax that only really affects the wealthy through reasonable exemptions (>> 1 million euros). Of course, that does not work at the state level, but in my opinion it could work at the EU level.
