Hello Kernm,
regarding your questions:
I wouldn’t do that; Sat-over-VoIP technology is currently not really suitable for mass use.
If you want to watch different channels on the iPad and notebook at the same time, you need a streaming device with multiple satellite receivers (VU+ Solo² or similar).
Another option would be to watch the stream from your Dreambox on the laptop and the stream from the Synology on the iPad.[/Quote]
There are some initial devices, e.g., from Panasonic, but not a wide selection yet.
With the Synology DiskStation, you can record, stream, and make the movies available in the network and internet via DLNA or your own app (Videostation); you only need a USB satellite stick for that.
You can also have the recordings from the Dreambox saved on the DiskStation and distributed from there.
In the rooms, if anything, I would have a LAN double socket installed right away; the TWIN cable and socket don’t cost much more. In the hallways, on the upper wall or in the ceiling, also think of an outlet for WLAN access points.
If you want to place the DiskStation by the TV, I would provide at least 3 TV connections there (2x Sat receiver, 1x DiskStation).
Regards,
Sebastian

Or would it be better to do without satellite sockets in the house altogether and convert the satellite signal into an IP signal?
